Municipal elections in North-East Syria postponed

The High Electoral Commission announced in Raqqa today that the municipal elections scheduled for 11 June by the Democratic Autonomous Administration of North and East Syria Region (DAANES) have been postponed to 8 August.

The decision was based on a request from the political parties and alliances taking part in the elections. The reason for the postponement is the tight schedule for the election campaign and the need to have enough time to communicate with international organisations to observe the elections.

On 21 May, the Commission invited international organisations to observe the elections in order to ensure the success, integrity, transparency and independence of the municipal voting.

On 30 May, Turkish President Recep Tayyip Erdoğan said that the elections in north-east Syria threatened Turkey&#039 ‘national security’. ‘Turkey will never allow the separatist organisation beyond our southern borders in northern Syria and Iraq to establish a terrorist state,’ he said.

The municipal election is intended to decentralise self-government and strengthen it at local level. Based on the new version of the social contract adopted by the DAANES in December 2023, a law has been issued. The elections were initially planned for the end of May, but had to be postponed due to a delay caused by a change in local and administrative law.

An ANKA-type UCAV (Unmanned Combat Aerial Vehicle) of the Turkish state circling in the skies of Asos, was shot down by the guerrilla forces in Qendîl at 23:00 on 6 June. According to the Press Liaison Centre of the HPG (People’s Defense Forces), the UCAV shot down by the guerrillas crashed near the city of Dukan, west of Asos.

In a statement on 20 March, HPG Central Headquarters Command released a list of Turkish drones which were downed by guerrilla forces starting from 13 February last year.

The HPG said Kurdish people were able to acquire the missile system and provide it to the guerrillas “despite all the efforts of the enemy (Turkish state) to isolate our people in the international arena.”

The HPG’s statement followed Kurdistan Workers’ Party (PKK) Executive Committee member Murat Karayilan’s interview on March 15, saying that they would announce “good news” on the eve of Newroz, Kurdish New Year.

According to the statement, the first downing of an armed drone was on February 13, 2023, over Garê in South Kurdistan.

Six of the 15 downed drones were TB2 BAYRAKTAR type drones. Five were ANKAs, two were AKINCIs and two were AKSUNGURs.

SDF dismantles ISIS terrorist cell in Deir ez-Zor and eliminates 5 terrorists

The Syrian Democratic Forces (SDF) said in a statement they have "successfully eliminated an ISIS terrorist cell in Deir ez-Zor with the support of the International Coalition."

The statement added: "On 3 June, the SDF’s counter-terrorism units (YAT), in a joint operation with the international coalition, successfully dismantled a dangerous ISIS terrorist cell in the village of Al-Dahleh, Deir ez-Zor countryside.

Following extensive intelligence gathering, our forces surrounded the cell’s location with aerial support and surveillance by the international coalition forces. The terrorists refused calls to surrender and initiated a firefight. YAT responded decisively, resulting in the elimination of all five cell members. Four were killed in the initial engagement, while the fifth attempted a suicide attack using an explosive belt that he was wearing but was successfully eliminated before causing harm to our personnel."

The statement added that "the eliminated cell included two high-ranking ISIS terrorists, Abu Khattab, and Abu Hawija, along with three operatives. Notably, the operation prioritized civilian safety. Our YAT forces exercised exceptional caution due to the cell’s location within a civilian village, ensuring no civilian casualties or property damage.

This eliminated terrorist cell was responsible for numerous atrocities, including the May 10th suicide VBIED attack on our post in al-Shahil and yesterday’s suicide VBIED attack in al-Ozbeh town. They also have links to ISIS leadership in Turkish-occupied territories, particularly Sere Kaniye/Ras al-Ain and Geri Spi/Tal Abyad."

The SDF said it "remains resolute in its commitment to eradicating ISIS and maintaining regional security. Operations against the terrorist organization will continue throughout northern and eastern Syria."

A Yazidi woman and two children in Hol Camp rescued

The Internal Security Forces of North and East Syria announced in a written statement that an operation was carried out after a Yazidi woman and her two children, who were kidnapped by ISIS gangs in 2014, were found to be staying in Hol camp.

“Having obtained clear information about an abducted Yazidi woman staying in the fourth section of Hol Camp, our anti-crime forces conducted the necessary research and follow-up work and raided the place where the woman was staying. On Monday (3 June), our anti-crime forces rescued the Yazidi woman, Ezîze Xalid Elî, and 2 children, one of whom is her daughter.”

Internal Security Forces stated that 10-year-old Xunav Nayêf, who was rescued along with the woman, had been kidnapped and separated from her mother during the genocidal attacks of ISIS on Shengal (Sinjar) in 2014 when she was only a few months old.

The rescued woman and children will be handed over to the Yazidi House through the Liaison and Coordination Office in order to reunite them with their families.

ISIS kidnapped more than 5,000 Yazidi women from Shengal during its brutal attack on the region in August 2014. Most of them were sold in the ISIS slave markets in Syria and Iraq. The Syrian Democratic Forces (SDF) and Women&#039 Defense Units (YPJ) managed to liberate hundreds of Yazidi women from ISIS, especially after defeating ISIS in al-Bagouz.

The KNK called on the Council of Europe and the EU to take a strong stance against Erdoğan’s political coup in Hakkari.

The Kurdistan National Congress (KNK) published a statement to "urge the Council of Europe (CoE) and the European Union (EU) as well as all democratic public opinion, political parties, and international organisations to take a strong stance against Erdoğan’s political coup, and to show solidarity with the DEM Party, by upholding the democratic political rights of the Kurdish people."

Memet Sıddık Akış, the democratically elected Kurdish Co-Mayor of Colemêrg municipality, was detained on Monday, 3 June and replaced by the Governor of Hakkari. The investigation file used to justify this action is solely based on unfounded allegations by Turkish police and the prosecutor.

The KNK said that "Akış’s dismissal displays a blatant disrespect of the Kurdish people’s democratic will that elected him.

DEM (Peoples’ Equality and Democracy Party) politician Akış won the co-mayor position in Colemêrg with 48.92% of the vote in Turkey’s local elections on March 31st, despite significant fraud attempts and the use of thousands of flown and bused-in Turkish soldiers as ‘ghost voters’. His recent arrest and removal from office echo the past local coup orchestrated by the Erdoğan-led AKP-MHP regime following the 2019 elections. Following that election five years ago, most municipalities led by the DEM predecessor HDP were placed under forced administration, leading to several mayors being imprisoned. Similar actions were attempted by the AKP in Wan (Van) after this year’s elections, but faced a strong public backlash, indicating a growing intolerance towards such regime actions."

The statement added: "The AKP-MHP regime’s moves to retaliate for their significant defeat in the local elections by targeting DEM Party municipalities is an infringement on the constitutional rights to vote and be elected. Decisions from the European Court of Human Rights have revealed that the overly broad and ambiguous definition of “terrorism” in Turkey’s legal system has been exploited and weaponized by the government to suppress its political opponents. The dismissal of co-mayors and imposition of trustees by the Ministry of Interior is evidently unlawful. The fact that the accusation against Akış, for which he has now been dismissed, was made around 10 years-ago also clearly shows that this is an arbitrary orchestrated action by Erdoğan’s authoritarian regime."

The statement continued: "Trustees previously installed in HDP municipalities have not only undermined the democratic rights of the Kurdish people but have led to widespread corruption and financial losses. During his previous term, the reappointed Hakkari Governor Ali Çelik was accused of embezzling funds, leaving a debt of 315,705,000 Turkish Lira. The economic and political harm caused by trustees appointed by the AKP-MHP regime poses a significant barrier to the country’s democratization and the peaceful resolution of the Kurdish question. The recurring nature of this trustee policy suggests that trustees could be imposed on municipalities governed by all opposition parties, including Istanbul, in the future."

The KNK said that "it is crucial to note that the appointment of a trustee in Hakkari is not solely a “domestic matter.” Turkey is a member of the Council of Europe and is in talks with the EU for full membership. Despite numerous pledges for democratization and substantial funding, Turkey’s democratic institutions face systematic repression, and elected officials are subjected to legal persecution."

Protest in Hakkari to defend the will of people against the AKP’s coup

Mehmet Sıddık Akış of the DEM Party was elected the Mayor of Hakkari province, winning 48.92 percent of the vote in the elections held on 31 March. He was taken into custody in Van on 3 June and the municipality was blockaded. The Turkish Ministry of Internal Affairs announced that Akış was suspended from duty and a trustee was appointed in his place.

The 61st hearing of the lawsuit filed against Mehmet Sıddık Akış in 2014 was held today at Hakkari Heavy Penal Court No 1. The court sentenced Akış to 19 years and 6 months in prison and issued an arrest warrant. Protests started in the city after the court decision.

The courthouse was blockaded by police barricades and armoured vehicles before the hearing. While MPs and journalists were prevented from entering the courthouse, only a limited number of lawyers could enter the courthouse for the hearing. DEM Party MP Newroz Uysal argued with the police officers who prevented them. People started to wait in front of the courthouse with the slogan ‘Sıddık Akış is our will’.

Mehmet Sıddık Akış was brought to the courthouse to attend the hearing under blockade. According to the information given by the lawyers, the section for the audience in the courtroom was filled with riot police officers.

I have been struggling for all these years and I will continue to struggle. I heard that there were news reports that I had escaped. I never attempted to escape. I have built my whole life around these, and I will continue to do so. I am not afraid of being arrested or going to prison. I stand before you with my head held high. I do not demand acquittal or release from you. I demand a new indictment to be prepared. Why was this trial not held 4 months or a year ago, but now? I know that this trial is political. The court sentenced Akış to 19 years and 6 months. The elected co-mayor was arrested after the verdict.

Protests started in front of the court after the verdict. DEM Party Co-Chair Tülay Hatimoğulları, DBP Co-Chairs Çiğdem Kılıçgün Uçar and Keskin Bayındır and DEM Party MPs are participating in the protest demonstration.

Lawyers and MPs who were set to stage a march were blockaded twice by the police.

The MPs overcame the blockade, met with the residents and marched.

After the march, DEM Party Co-Chair Tülay Hatimoğulları made a statement in front of Hakkari Governor&#039 Office. Noting that the case against elected Hakkari Co-Mayor Mehmet Sıddık Akış was filed in 2014, Tülay Hatimoğulları said, “This verdict is null and void.”

“We will file a criminal complaint against Hakkari Police Directorate over the violence and torture inflicted by the law enforcement here. Those who think that they can overthrow the will of the people by attacking us on the orders of the governor who appointed himself a trustee have once again seen that the people are on the side of their own party, not the fascists. The people are on the side of the DEM Party, not the AKP, the enemy of the people. Those who cannot digest this attitude, especially Erdoğan and Bahçeli, should come and see the people of Hakkari. The people of Hakkari are defending the will they put forward on 31 March on the streets and squares today.”

After Tülay Hatimoğulları&#039 speech, the DEM Party and DBP delegation started a vigil in front of Hakkari Governor&#039 Office.
